Pelling doesn’t need an Inner Line Permit (ILP) if you’re an Indian citizen — West Sikkim, unlike North Sikkim, is open. You only need a government-issued photo ID (Aadhaar, Voter ID, Driving License, or Passport) that matches your booking. Carry 2 photocopies just in case. For under-18 travellers: a birth certificate or school ID is mandatory.
Foreign nationals: You need an Inner Line Permit for Sikkim (not just North Sikkim — the whole state). We arrange it with 48-hour notice. You need a passport with Indian visa, 2 passport photos, and the permit is issued from Rangpo check-post. No cost.
